First off, whats the difference between a strust and a shock? What does the Focus have? I'll be saying shock for the rest of the post.

I still have my 1.5 H&Rs in the box, since I've been hearing alot of people saying stock shocks go quickly with lowering springs, and recommend replacing them at the same time...

I'm not looking at improving my handling much, I just want less wheel-well gap, and about the same handling.

I've looked around (here, and elsewhere), but alot of stuff seems expensive (especially since I don't know what cheap is). Konis are bit out of my range, and I don't need adjustable. shox.com also gave me a quote for KYBs for $245.00 and Eibach Pro-Dampers for $349.00. Are these ok?

And when looking on www.focustuning.com , they had some there, but would I need to order 2 for the front and 2 for the rear?

The price on the Pro Dampers is guestionable. I paid 289.00 about 2 weeks ago from them, of coarse the price could have been a promotional one. Your Focus has Struts on the front and shocks on the rear.
 
The strut on FWD cars are a major component of the suspension, without it you couldn't drive the car. changing the spring rates on the stock suspension will reduce the life time of the factory equipment. I have the progresve lowering springs 1.8" with the factory shocks. The ride is fine. a little bouncy. I figure i wouldn't need to replace the shocks/struts for another 9 months.
 
same here, with the progress springs my dampers will need to go soon. I think im going to get the eibachs because they're only 289 at shox.com. But yes with just the stock dampers and progress springs the ride is a bit bouncy.
