H11 is a dual filament bulb. If you want HIDs you have to get the Bi-xenon HIDs to have high and low beam. I wouldn't get a fleabay kit. Get this one: http://www.jmautoracing.com/20082010-ford-focus-specd-headlights-black-p-35973.html This kit uses an H9 bulb size so not the stock Focus size, but they are not high beam and low beam, they are only a single beam. There are cutoff flaps that open and close to give you "high beams" and "low beams".

Also, don't get 10,000k HIDs unless you want blue lights with really crappy night vision. 6000k work best with these headlights. 8000k are alright too but not quite as good as 6000k. Right now I'm running these headlights with 8000k HIDs.
