As it says, can the idle speed be reset to come down more quickly when up-shifting?

I hate that when you are between gears the idle stays artificially high, especially when you run the car a bit harder. The effect on the drivetrain is that it acts as a brake because it is out of sync with the engine's rpm's.

Can this be reset at the dealership?

no it cant. i dont understand why its a problem. if you are driving hard and up shifting and the rpm's are high why would that slow you down. and you are just gone be in the gas again. !!!???
