I know for sure on my car it's disabled. I'm using a FocusSport/SCT. For a while, I had the EGR vacuum actuator line hooked up to a vac/boost gauge and it didn't budge once. Then I put the vac gauge back in my beaterscort where it belongs.

it does disable the solenoid .. but the solenoid is the electronic part that opens up the vacuum going to the egr valve (space ship) and closes it.. but in your case, you have it disabled which would work fine if everything was still hooked up.. but you haven't just disabled it.. yours is unhooked from the header (no holes in your turbo manifold so no leak there) and from the intake manifold but without a blcok off plate.. thats where its "open"

thats why im wondering.. what kind of leak is this causing.. and since you have trouble with idle and a leak smoewhere, i was thinking that might be it.. i may be way off too hehe
