Supply and demand. Due to the hurricanes there is less refinery capacity. There has been an increase in gasoline imports to offset this drop, but imports of diesel have been less.
Also, many of the refineries that produce diesel also produce heating oil, and they are ramping up for the coming winter.
There simply isn't enough refining capacity currently to fill the demand for diesel, hence the higher commodity price.
