Is the car running in this picture? Tach is 0. Warning lights will illuminate with key on engine off. Although, the ABS light and traction control light shouldn't.

What stays on when the car is running?

I have same problem with my 2003 focus.After reading some online forums,the solution is supposed to be,cleaning the display PC board.I guess it becomes conductive over time.

No start no crank lights flashing way more than normal

Where is it located

It's the PC board that the lights are mounted on.Mine comes and goes.A couple days ago I got into my car and saw some dash lights flickering.Maybe due to morning air humidity.Haven't taken it apart to repair.

How is the battery? Can you try jumping from a known good car? These cars do weird things when battery voltage gets low.
