Check out the latest issue of Sport Compact Car - they've got a list of good cars for under $10k. I personally kinda like the late '90 Subaru 2.5RS 2-door. Or an SVT Contour.
With the bi-plane rear spoiler? It definitely qualifies as being one of the SVTF's spiritual predecessors: euro-Ford, misunderstood by the US market, technically sophisticated 4-banger that didn't put out gobs of power... what's not to love?
I had an 88 turbo t-bird... Bast**d step-child of the XR4ti - every 5.0 Mustang goodie with 4wheel discs. Lots of fun, tempermental, expensive one-off advanced parts that no one stocked. 18 psi of boost was a total blast! Millions of parts cars to choose from in the junkyards. A real good mutt to bring home to the wife.
For 15K you could get quite a few nice cars. You could probably get a decent WS6, Cobra, or GT for that much. One of my buddies just bought his wife an 02 GT w/ 52000 miles for like $12,500 I think. Just look around.

you could find an 02 WRX for 15k or less...I was looking at a few of them before i got the SVT.

Really really really good condition Corrado SLC or Porsche 944 Turbo. For 15k you could get yourself pretty much the nicest 944 Turbo around...

got my rex for 16k, it had 17 wheels on already, but had some scratches, and only 32k miles! its an 02. be warned, not as fun as the svtf though, just a bit quicker.
Miata? RWD and convertible. Don't know if that's a big plus to you though if you're used to the space a Focus hatchback provides. Something closer to the SVT though would be a used 00-02 Acura RSX Type-S.
i just got rid of my svtf and opted for the new eclipse. the 4g looks great and rides good. the suspension needs some work but I am sure the aftermarket is on it;s way to making it better. Plus, in a few months the mark up will go down and you should be able to get a 6 cyl. for about 23,000
Yeah - but I'm sure that Miata was a little more than $15k.
