Going to do a header and flex pipe combo
what is best Shorty header to off road pipe,
4 to 1 header,
4,2,1 header

which company makes the best

it depends where you want your power...all are ok but long headers would be best....421 for lower end power, 41 for high end power.

Yep, sell the offroad pipe and get a long header. It also frees up your engine bay...

I read that he was asking which combo to do, not just the street legal, but all combos. I believe that he has to pass a visual inspection in PA. I know in upstate NY we have to pass visual. Down around NYC they have to pass emissions also. I get inspected Wed, then I'm going to do something with my cat. Haven't decided yet on off road pipe or high flow cat. Any suggestions? -or- should I just buy another firearm

Well, if the rest of your exhaust system is good (a nice flex pipe and and catback) than you can feel the difference between the long header (the best IMHO), shorty with offroad pipe (semi-good) and shorty with high-flow cat (worst of the tree but still far better than stock setup)
