Can you get a bigger close-up of the damage? I can't tell much from that pic. It looks fixable, but I can't really come up with a solution without seeing it closer and larger.
Um... yea you could. But if havent done any kind of body work in the past, then I wouldn't suggest it. That looks like a tear, and that too is fixable. A lot of guys do there own body work, but I don't know how good it turns out in the end, or if it lasts. I know there are some who can do a pretty nice job in there garages.
Basic point, you will probably get a professional and factory like finish if you take it to a professional.

That tear in the plastic is pretty bad, no body shop would fix that. You'd be better off just replacing the bumper. If it wasn't torn so bad, or if it was just a deep gouge, you could smooth it down and fill it in with DuraGlass fiberglass filler and then topcoat with a regular plastic filler, the move on to paint, but it's pretty damn bad. Replace it.
