Mother's Clay Bar for the body, and wheel cleaner for the wheels. The more heinous smelling the wheel cleaner is, the better it works hahaha.

You can use a putty knife on the wheels too if you need to. You can be pretty rough with the wheels, but if they are painted and (hopefully) have a clear coat, be careful.
I use zippo lighter fluid. Just apply on rag and saturate the spot. Then rub it off. Then wash and wax.
Yikes. Just some bug and tar spray on a terry cloth will be fine. Lighter fluid will eat the paint. Claybar will take forever for massive amounts of tar. I'd do a claybar and cleaner wax as the last step before washing and re-waxing the car.
the bug & tar took forever just to get one lil spot, and there are no joke...hundreds.

its like my car has black freckles
For fear of being strung up by the paint gurus, I'll be brief:

Kerosene, GENTLY

A claybar won'r be any faster. Harsher and more damaging chemicals may speed up the process a bit but you're risking your car's finish. If you're willing to go a week without your car and spend a few grand, you can ruin your paint and have to pay for a new paint job.
tar/ bug remover, or prepsol will work quite well.
The key is to let the product work; don't rush it.
What works for me is to apply the liquid
(usually prepsol), to a few paper towels and get them
as wet as possible. Next apply the towel(s) to the
affected panels (the moisture will usually stick the
towel to the surface). Allow from 5-10 mins. to let
the liquid work, wiping ocassionally to remove any
residues. Continue until the tar is removed, then
wash the areas with car shampoo, and re-apply wax.
3M General Purpose Adhesive Remover works wonders on all types of crap that gets on the car. WD40 is another great product for this.

that's the same stuff as the bug and tar remover.....it's all the same...

so just go out and buy the cheapest adhesive/bug/tar remover you can find.

it'll take some work, but it'll come off. Don't get dicouraged.

dentless dave.
mineral spirits / paint thinner

Get it at your home store. Put some on a cloth and rub. Should come off without much effort.
Tar is petroleum based. So the best thing to break down tar would be a petroleum based product. WD-40 works well as do a number of tar remover products.
