the JRSC is CARB approved. all you need to do is put a cone filter on your MAF and thats that.
as for the smaller pulley, you can have them made by ASP RACING ... I had a 2.6" steel pulley made for about $105 shipped.
You will need to call them to order, and it'll take about 3 weeks to receive the pulley
