I have a RS that had to have the right front headlight assembly replaced. Now the high beam on passenger side won't work. Low beam works fine. Swapped drive side bulb to passenger side and still no high beam but low beam works. If this means it's not the bulb, what's best best quess?

Welcome to the forum!

Assume this is a 2016-2018 RS? If so, there's only one HID bulb that does both high and low beam. When you put the highs on, the cutoff shield moves away inside the projector. It's just a simple solenoid that when powered, moves the shield out of the way. I would open the back of the headlight (you'll need to remove it, just 2 screws up top, really easy) and check the wires that go to the solenoid. Make sure they're plugged in and not cut/pinched. You can pull the working driver side and compare the guts.
