Whenever I resize a large image down to a smaller one there's always a slight grayish color border around the image. what can i do to prevent this?

How do you resize the image? Do you select the whole image and then scale it down, or something else? Maybe if you crop out the grayish area after you resize?

i usually select Image->Image Size, the resize. and the slight border is only visible when viewed against a black background(say I resized a flat black 1024x768 canvas to something very small-there will be a gray border around the edge.)

that has happened to me before, i think the compression from resizing throws the pixels off or something

anyway, i fixed it by re-filling the background layer with whatever color it was after i resized it
