It is 22mm. And yes, 1mm makes a difference.

does the front sway bar make a difference?cause eibach makes both front and rears
The reason they give you a front sway bar is to balance out the kit. Their rear bar is 25mm, and if you left the front stock, the rear end would be too loose for most. (however, there are some people that run the rear bar only for that reason)

The Progress bar is designed to work in conjunction with the stock front bar, while the Eibach is designed to work as a set (both front and rear bars used together).

The Progress bar offers many advantages:

Costs less, easier to install(only the rear bar which is an easy install. The front bar is more labor intensive to install), some suspension specialists will argue that the last thing you need on a FWD car is a larger front bar. While not all will agree, a larger front bar can lead to the inside front wheel breaking traction easier under hard acceleration.

Keep in mind that sway bars are only part of the whole suspension tuning arsenal. Springs, shocks and struts will also factor in as well.

I hope this helps, you will find that there is no, one, right answer to this question. Personal preference as to vehicle handling has a lot to do with what is the right choice for you.
