I bought these washers last year from a member here, (apologies, I forgot the screen name)

I'm finally getting around to my suspension refresh and could use some help in how to install these.

What order to these washers get stacked?

I had a delrin puck in there instead, so I don't know from experience how yours go in... but it looks like the upper set (in your pic) has a collar and the lower set is even across. If there is no recess on the bottom of the mount (after the shocks are in place), then I'd say the collar goes next to the top plate for the nut to tighten against... they both should go inside the mounting.

Forgive my ignorance...but those look like shift tower bushings?

No, I'm the ignorant one, still new to this focus scene. You can see on the bag on the left they came labeled as Rear Shock washers.

The shock shims were made from nylon, but those up there do look like shifter base bushings. As for shifter base bushings I used stacks of washers, works great for the price.

After a little searching through the suspension references thread, it looks like the 2" nylon washers are what I need. I'll pick some up tomorrow.

Correct - and they just go under the metal washer in the rubber one. One on each side.

A member named P-51 used to make these out of delrin for any who asked (haven't heard from him in a couple of years). Are you saying you can pick up nylon washers that will fit without modification... if so, please, post the location, because my old set was destroyed with my old car.
