I was looking at the Tirerack website and there were no steel wheels listed as an option for the Focus, only aluminum wheels...

You guys must offer a 15" steel wheel for our car dont you?

there is a 14" steelie that comes on the stripped down models i think.

A while back tire rack hooked me up w/ some 15" steels for my blizzaks.

I'm sure if you call Cy will hook you up.
Depending on the amount of salt in your area, I would go with a slightly narrower tire than your dry-weather one. It will help significantly in slush.
