Well, first off, this probably is an FI question.
Anyway, you'll here many different arguments, but if you want almost bulletproof reliability for the street, you can't go wrong with a JRSC.
A turbo on the other hand will produce far better gains, but is not as reliable, and is also much more expensive for a kit of good quality (I.E. Focus-Power's or FMAX).
Building the car how you stated is a good plan. I'd stick to a 9:1 compression ratio, maybe Eagle rods for affordability), and a very mild cam (I.E. Crower Stage I) if any at all. The stock cams are very good for boost when tuned correctly.
