Underside of my hood

What is the material on the underside of my hood? Can I remove it to paint the hood?

The hood liner should be removed to paint the underside of the hood. About the only places that don't remove it is a hack body shop like Maaco. It's not hard to remove. Just be sure to re-install it to keep the heat from possibly damaging the paint on both the underside of the hood and heating up to the point where it can cause damage to the outer surface of the hood.

my 2000 didnt have one either.

There has been some debate whether the hood liner is a necessity or not. Early production models had them, as well as the SVT models.

I'd be on the safe side and just remove it before painting. Once you've been painted, then reattach.
