Valve train Question?????

What rpm can the stock valve springs handle before they start to float???? Just wondering cause my next step of an upgrade may force me to buy valve springs. I've heard 7,400rpm is the limit of float, if this true, why does the FS SCT base program set rpm limit so close (7,200rpm) to the limit of the springs????? Just wondering, any nput would be great thx.
