Heavily modded = Driven hard
If the guy has done a quality job with the mods, not just thrown together, had it tuned(cam gears) and you know it has been well taken care of, go for the Focus.
But, if you know for a fact he has driven the car hard and not maintained it properly, go for the Z28. Or possibly look for a Focus in similar condition(less the mods) and find yourself a deal.
