your owners manual will say when, but i think its every 30K? something around there.

And to actually change it, you will a socket to take the braket off the car, then for the fuel lines, the fuel line remover things. they are round plastic things.
But its pretty simple:
*TAKE GAS CAP OFF-to release any pressure in tank*
1) remove bolt holding the fuel filter in
2) pry out the green clips in the fuel line around the fuel filter
3) put fuel line remover tool into the line and take filter off
4) reverse for instalation

its pretty simple, make shure you have something to catch the gass that comes out of the used filter.

Here is another set of directions:

My service literature shows the fuel filter is a Maintenance 4 item i.e. every 50,000 km or 40,000 miles.

IMO i'd use these directions for changing the filter.

Running the car without the fuel pump fuse insures that little to no fuel is left in the line when you pull the lines off the filter.

By just removing the gas cap to depressurize it, fuel is still held inthe lines before and after the filter so a lot is goin to dump on you.

Because of accumulation/buildup on the filter that increases pressure drop across the filter with mileage. As a rule of thumb, at about 30k miles the pressure drop is high enough to warrant changing it. No coincidence that Ford recommends a 30k mile maintenance interval for the fuel filter. Which BTW is the recommended air filter maintenance interval for same reason, just different medium.

The real question is why wouldn't you change it regularly?
